In 1969, the Nimeiri regime, Social Affairs division was consolidated to the Youth of Sports ministry, under a deputy minister for the first time. Soon the division was affiliated to the Ministry of Health in1973.In 1975 they appointed a minister of state in the Health Ministry to recover the name of the Ministry, Social Affairs in 1977In 1987it was again the Ministry of Health & Social Welfare, then Ministry of Health& Zakah (1989) In 1992 the Ministry was cancelled and in 1993 it was termed the Ministry of Social Planning. Social Security turned to be run by an under- Secretary, titled the secretariat of Social Development .soon it was the Social Development Division. In 2001 constitutional Degree # 12 established the Ministry Welfare Social Security

Ministerial Functions:

1.  Sets policies, plans and programme regulating activities of pensions, social     insurance, health insurance, Zakah and consolidation. The Ministry follows up and supervises such function as: Prescribes projects and bye –laws relating to Social Security and Zakah.
2.  Presumes the general policies at social security for maternity and childhood, the handicapped, the orphans and the street boys and girls.
3. Devises national policies in the field of population.
4. Sets researches and required studies in social development. They investigate the impact of executing strategic projects and domestic policies in the social fields.
5. Integrates general policies for ladie’s activities and patronize them.
6. Sets policies in the fields of maternity and childhood.
7. Patronize programmes to alleviate poverty, and activate social consolidation and development.
8. Regulates external relations with international institutions.
9. Coordinates programmes and training activities for personnel engaged at such fields.
10. On countries and regional, other assignment proposed by the Cabinet.

4. Supervision of poverty alleviation and programmes pertaining to consolidation, social development in coordination with state level.
5. Setting policies on areas relating to women, the family and female activities.
6. Composition of plans and programmes at elements of social security, maternity and childhood at national arena.
7. Proposition of draft laws at national level to regulate the women and childhood affairs, Maternal and childhood protection together with the reinforcement of the female role in the community.
8. Supervision of institutions, organizations, agencies and associations at the national level, when involved in the women and child fields.
