Social Welfare as a Social Operation technique has its own dimensions and authenticating strategy. It concentrates on the human factor as a cornerstone of social development at a wider and more comprehensive concept. The target is to emancipate latent energy and the unfathomable potentials. The most viable utilization of such human capacities is the basic aim of development as both means and the end product. The Sudanese community is rich in heritage, values, and tradtions.The authenticity, thereof, has its impact throughout history on realizing consolidation, integrity and toleration to realize peace, equality and social security. The Division abovementioned is pioneering authority at social programmes of the Ministry of Welfare Social Security. The prime concern is to consider community segments such as beggars, vagabonds prisoners, the liberated, the juveniles, the widows, the elderlies and the disabled. It comprises several department weapons to emancipate such targeted communities. There are:

1-     Social Defense Department.

2-     Social Security Department.

3-     Special Category Department.

4-     Project Department.

Functions of Social Programmes Division:

  1. Proposal of general policies for Social security. They supervise, follow up execution and evaluation.
  2. Review of plans, projects and annual budgets allocated for the Division.
  3. Molding means, techniques and aiding elements that assist the promotion of achievement in Social Welfare.
  4. Suggesting training policies and programmes to qualify and raise capacities in the fields of the Divisions.
  5. Proposing policies and programmes devoted to the protection and integration of the special categories and the segments under the umbrella of social defense and security in the community.
  6. Formulating general policies and programmes to combat negative social phenomena and habits that are detrimental to social safety.
  7. Proposing researches and studies in social welfare to immunize the community against negative practices. Here they are to evaluate programmes, and projects within Social Welfare.
  8. Suggestion of policies and programmes in fields like those fermenting regional and international cooperation as well as bilateral agreements in social welfare.
  9. Reinforcement of domestic voluntary efforts in coordination with non Sudanese potentials to be more capable in execution of social welfare.
  10. Proposal of general policies and programmes aimed at viable instruction guidance and awareness in the contract of social welfare.
  11. Field follow up to evaluate and rectify the programmes for Social Welfare.
The Scope of Social Policies:
The following policies were presented:
  • National Policy for orphan patronization.

  • National policy for the school social service.

  • National policy for the elderly.

  • National policy to resolve the phenomenon of homelessness.

  • National strategy for disability.

Legislation:
The Division has raised draft laws for the under-mentioned:
  • Draft law for the Elderly, 2006.
  • Draft law of protecting and rehabilitating the handicapped 2006.
  • Signature the international agreement for the Rights of the Individual with Handicaps 2007.
  • Traffic and Pedestrian Regulations for the Blind 2005.
